Congresswoman Lois Frankel has filed 2 Congressional Inquiries: on my son's behalf in which Judge Stephens violated his Americans With Disabilities Act rights & on my behalf because for the last 6 months $155.000 has been taken and still is from my SS Disability payments. (retaliation). My son SS stopped w/ out notice for 2 months. It was resolved (retaliation)
Senator Rick Scott is assisting me with the false information on me in Federal databases which shows that I have a criminal record. (retaliation)
Senator Marco Rubio referred us to the FBI to report Llovera to United States Citizenship, Immigration Services.

As an illegal alien-FELON, Rafael LLovera is unemployable & unable to rent his own home, he conned his way into B a grandmother life who lives in PBC. B is also from Venezula & tried to help Llovera. However, he became abusive, was drinking and using drugs and crashed her car while under the influence! Then B found out his criminal history.
Some how, Llovera was able to sue B without a valid ID in Palm Beach Co. Court to EVICT HER FROM HER OWN APARTMENT Case:50-2019-CC-012218 ! Like in my case, he left his trash at HER home & went to jail AGAIN & expected us to be a storage unit. Llovera leaves out that he LIED on his application for the apartment w/ B. because he signed he WAS NOT A FELON! He also falsified the spelling of his name to hid his LONG criminal record!
Llovera also conned his way into a half way house, just blocks from B's home.

Rafael Llovera Alien-097-960-199 was released this AM from Monroe Co Jail.
United States Citizen & Immigration Services USCIS have labled Llovera as a Illegal Immigrant who has committed a crime! Yet, no one but his new friend from jail was there to pick him up!
Llovera repatedly made third party contact w/ me from jail. That is a violation of an Injuction for Protecion from Domestic Violence. However, Palm Beach Sheriff Office, Deputy, O'Dane Allen #32402 refused to take my report. He refused to look at screenshots of call logs, texts, listen to voicemails or take my witness statement. My witness heard 2 calls where it was expressed my son was in danger from Llovera and he had stated he would take him from me!
I insisted Dep Allen document what i was atrying to report as we sat fro an hour at District 6, waiting for an officer. He ws going to tak a report until he talked to his supervisers who KNOW the law.

Background
I briefly dated Rafael Llovera, a non US Citizen in the summer of 2017. I soon discovered he was a drifter, he did not have his own home like he initially told me he did. He would stay w/ people from Venezuela, in motels and as I learned try to hustle single mothers for his benefit. Llovera was a good actor, but after about two months of weekends, he could not refrain from who he really was. He became bossey, raised his voice and got very agitated at small things. He was threatened by my education, he lied and said he had a Bachelor’s degree. He made fun of the pride I have in my Lakota culture and began telling me I did not know where I really came from...
Llovera drank more and more alcohol when initially he said he did not drink because I do not drink. However, when he told me about the violent retaliation he was planning toward his ex-girlfriend who he accused of stealing the same belongings, he accused me of stealing, I eased into telling him I did not want to ses him anymore. He did not listen!
He NEVER was given a key to our home! EVER! He lied and said I gave him permission to have his mail sent to my home. He made a key and changed his address to mine behind my back!
Llovera has an extensive record of violence against women in Palm Beach Co & Broward Co Florida. I saw red flags, researched, and discovered part of his long history of crimes which included an 2 Injunctions for Protection from REPEAT DOMESTIC VIOLENCE in addition to mine. He became enraged when I confronted him with these facts. He admitted it all but was irate! I also suspected, then found proof that Llovera was gay and confronted him about this as well. I told him he was shady. He initially he denied it, then eventually admitted he was gay and probably transgendered. He said he could never go back to Venezuela because gay men are killed there. That is really why he used the United States-To provide and fund his asylum. Llovera was granted asylum because he claimed he was Masonic Jewish who was in danger from Muslims in his home country of Venezuela.
Llovera wanted to ruin my life the same way I ruined his life! All these years, he has been using women to appear as though he was a straight man. Even though he did not want me in many senses, he would not leave me alone! I repeatedly told him it was over! However, Llovera did not respect my decision. He kept reminding me how he was a black belt and a member of the gang in S. America and harassed me via text and phone! He stalked us by sitting in my parking all night long in his work truck which allowed him to show up when ever he felt like it. He came over 3 times oblitherated on substances, became violent & verbally abusive! One time, I yelled for my son to call the police and when he told me called the police, Llovera CHASED my Autistic son, Ranson, 15 after seeing his mom assaulted.
Llovera stalked us for months from jail. Still is…
My son, RWH called 911 when I was assaulted on 3 separate occasions by Llovera, who was only charged for only 2 of the assaults! WHO CHASES AN AUTISTIC CHILD? RAFAEL LLOVERA, A 50 YEAR OLD GRANDFATHER!
You will see the system repeatedly protected and provided Llovera with MORE rights as a convicted offender of repeated violence against women and as a Felon, then a Lakota woman and her son who are Indigenous to this county. Also, unlike Llovera we are US citizens and entitled to Americans with Disability & Victims Rights!
Judge Debra Stephens who handles the misdemeanor domestic violence cases in Palm Beach Co. repeatedly stuck up for Llovera and allowed him to take control of her courtroom and allowed him to call my son and I “liars and thieves,” and glare at us-my attorney and advocate repeatedly told the bailiffs.
RATHER THEN PROTECT US, THE SYSTEM PUT US IN MORE DANGER! I am in shock at the lack of professionalism and allowing a perpetrator to take control of her courtroom and not helping when she could. The things that happened to my son by Judge Debra Stephens is absolutely horrific! Decisions & rulings were made by Judge Debra Stephens that put my son and I in more danger from Llovera. It was barbaric what was done to my son, RWH!

8/31/2018 2nd court order for belonging pick up. Llovera brought a knife to my home & was demanding to know my new address, where was I, where did I move to staff at Indian Hills apt. He was there to pick up belongings. He was incited and enraged because he had learned our secret, safety plan from Judge Stephens. I went and hid bc he had a knife. Officer Derek Chahine repeatedly called me while he was still on the call w Llovera. He asked for my new address several times, which violates the Confidential Address Program of the State of FL. -Llovera stated he thought the court was setting him up, causing Judge Cohen to get extremely upset to the point of his face was red & he was yelling at Llovera that he was court ordering Llovera to stay away from me, my son, RWH and my parents, Al & Rose Weber at both their residences! Ettie Feistmann said in 22 years, she never saw the judge so upset!
-It is my understanding that victims of crime get deposed in Felony cases, like attempted murder, rape & domestic violence. I was told by a victim advocate that they depose victims “to see if your story is the same?” ...Is this 1955? Hence, the low number of Felony violent crime trials!

/26/18 CIVIL HEARING-PETITION FOR INJUNCTION FOR PROTECTION FROM DOMESTIC VIOLENCE OBO (on behalf of) RANSON WEBER HORSE & TARA WEBER.
-Llovera was convicted a few days earlier of Battery/Domestic & Trepassing thus Ranson and I were "victims of crime Per: Florida State Constitution."
-Judge Debra Stephens repeatedly violated my disabled child, Ranson Weber Horse’s Constitutional rights, Federal victims rights & his Florida Victim’s Rights in the court proceedings vs. Rafael Llovera.
-This hearing was used to harass my Autistic son by allowing Llovera to call him a thief and Ranson having to defend himself from being accused of stealing & testify against his mother! He was frozen in fear to the point he could hardly talk! BARBARIC!
-On this petition, (posted here) it stated the that Llovera chased my son & every box regarding violence, harassing & stalking was checked off, except one. Judge Stephens knew about what he was convicted of doing to us & refused to protect Ranson a victim of DV leaving him vulnerable to Llovera's violence.
-We had a Battery/Domestic CONVICTION while he was serving time for it, thus Ranson and I were "victims of crime Per: Florida State Constitution ."
-Unlike most pro se (those who represent yourself) victims in these hearings, they are in their first hearing with no crime convictions. Llovera was already guilty of several crimes against women.
-Without notice from the court, Judge Stephens forced my son to testify on the spot when Llovera called me a "thief" and a "liar" and lied that my son had stolen from him. She allowed the name calling despite the fact she just issued an Injunction for Protection from Domestic Violence against Llovera. Florida Family Law Rule 12.407 provides that a child is not to testify unless the court first determines that a child’s testimony is necessary and relevant to the issues!
-Ranson and I were BOTH petrified and had no idea what was happening. He thought his mother and he were going to jail, the way Judge Stephens was yelling at me and my attorney, Arielle Lewis. But the worst possible thing you can do to a child of violence is have them questioned in front of the violent perp. This is basic dynamics of domestic violence. Six months later, Ranson still says he did not get to finish his answers and gets upset at Judge Stephens for not allowing him to fully answer the question.
-She NEVER asked Ranson how the crimes affected him but joined Llovera's harassment which was the shirt he said my son stole! He was so petrified and could not answer!
-Judge Stephens decisions and courtroom behavior is not only unprofessional, unethical but illegal, against a disabled child and his mother who were victims of violence that led to a battery & trespassing conviction
-Judge Stephens violated the Americans With Disabilities Act, harassed, humiliated, traumatized my son Ranson and I. On 2/26/2018 I attended an Injunction hearing in Judge Debra Stephens courtroom in Palm Beach Co. with my son, Ranson Weber Horse, who is disabled from Autism & Neuroborreliosis. He is no longer in remission and his presently being treated by a local specialist. He was ONLY there because I did not want him home alone.
-Llovera agreed to the Injunction, thus Judge Stevens issued it for five years. Hence, no discussion about the violent crimes he was convicted of or accused of. But allowed Llovera to rant and complain about his work belongings in the garage and he called me a “thief’ and a “liar.’ Then accused Ranson of stealing a shirt, that he had really given him!
-Rather than violate him for the name calling, she demanded my son up to her bench immediately, not allowing me to stand by him. Or have an advocate stand by him. (a victim’s rights violation). No one but Llovera was allowed to say anything.
-Judge Stephens forced, my son, Ranson Weber Horse 15 at the time, a traumatized Autistic child to testify on the SPOT, because of Llovera called him a liar, stating my son had stolen his shirt. Demanding an Autistic traumatized child to answer to being called a thief and to answer with him glaring at him! HORRIFYING!
-By forcing Ranson to appear at her bench in front of a packed courtroom with Llovera glaring at him has been traumatizng & has affected both health. Ranson is no longer in remission! ? This type of advocacy for a convicted batterer is ludacris, traumatizing and dangerous to our family.
-When my attorney, Arielle Lewis finally informed Stephens my son was Autistic, Judge Stephens became explosive toward Arielle and yelled at her, “Counselor, DON’T GO THERE! I saw it.” Why would she be so angry? Stephens is the one that forced a child to testify against his own mother-to benefit a convicted batterer-who is not an citizen and has a low level of asylum because he is a Felon who served 5 years in Florida prison????
-Then Judge Stephens ordered a Status Hearing for Llovera's belongings! I am told I will be in contempt if I do not attend the hearing for Llovera's work tools!
Judge Stevens violated the Americans with Disabilities Act when she failed to provide ADA accommodations for Ranson’s disabilities which would have allowed:
*To recognize my son, Ranson's processing delays due to from residual brain damage & Autism.
*He also has Alexithymia which is characterized by difficulties in identifying, describing and processing his own feelings and circumstances. The chance to be told prior what is being asked of him! Ranson would have had the extra time for a detailed response.
*Ranson would have been entitled to an repeated explanation of what was being asked of him and why.
*Ranson would have been allowed ask questions. Then have extra time to process the answers, so he is able to provide complete answers for the testimony.*-Ranson would NOT have had to testify in front of Llovera, the man who repeatedly traumatized him, broke down his front door and repeatedly hurt his mother.

4/30/2018 HELD A STATUS HEARING FOR LLOVERA'S BELONGINGS IN MY GARAGE- RESPONDENT'S BROTHER IS ALLOWED TO RETRIVE PERSONAL ITEMS WITH LAW ENFORCEMENT.
1/4/2019 I filed for a Motion to modify the Injunction to protect my son, Ranson Weber Horse from violent, alien, Rafael Llovera.
1/22/19 Modification Hearing, presented my evidence as to why my son should be included on the Injunction to protect from further stalking or DV by Llovera, who already chased Ranson & hurt his mother in front of him!

CASE NO: 50-2017-CF-004179 Trial held on 7/6/2018 Presided by Judge Debra Stephens
CHARGE-
1. Battery/Domestic
-Assist States Attorney Joshua Dockus stated we could not use my son's 911 calls bc they area gone afer 3 months?????
-Dockus refused to charge Llovera with another Battery/Domestic charge for punching me in the mouth & the destruction of my belongings and home.
-Dockus informed me that my son, Ranson Weber Horse would be forced to testify by Judge Debra Stephens. I stated to him that Judge Debra Stephens already forced my son to testify without notice and without his ADA accommodations for his Autism at the Injunction hearing on 2/28/18. I informed him that my son could not testify because he was emotionally injured after being forced to testify without accomodations in front of Llovera with him glaring at him. I also let him know that Ranson was very sick, was no longer in remission and was bedridden.
-Joshua Dockus prior to trial that even if he got a jury conviction, Judge Debra Stephens would not give Llovera any more jail time if he was convicted of another Battery/Domestic charge while he was already serving time for assault. I do not understand how a disposition can be known before a trial?
Per Dockus' email-items we were not allowed to discuss in trial:
• Don’t mention any previous incidents between you and Mr. Llovera.
• Don’t mention any subsequent incidents between you and Mr. Llovera.
• Don’t mention the other incident that happened later in the same day.
• Don’t mention anything about drugs or alcohol or that Mr. Llovera was on or used to be on drugs or alcohol.
• Don’t mention any previous convictions or crimes that Mr. Llovera committed.
• Don’t mention anything about your injunction against Mr. Llovera.
• Don’t mention anything about Mr. Llovera’s immigration status.
• Don’t mention anything about Mr. Llovera’s sexual orientation.
• Don’t mention anything about back surgery.
• Don’t mention anything about your son’s autism.
We were not able to tell our story! These restrictions protected an illegal immigrant-who violated his Asylum w a violent Battery/Domestic conviction!
*The jury was not allowed to hear the 911 calls my son made that night. I was not allowed to say Llovera chased my son Ranson & caused emotionall damage & trauma!
*I was not allowed to say Llovera was intoxicated, that his breathe reeked of alcohol and his eyes were glossy & red.
*I was not allowed to say I was NOT in a relationship w LLovera & he was stalking us!
*I was not allowed to say I ended it with Llovera because he lied about being gay! Confronting him made him enraged which he repeatedly took out on my son & I!I was not allowed to say that LLovera has a documented drug and alcohol problem!
*I was not allowed to say Llovera broke in my home that same night-punched me in the mouth.
*I was not allowed to say that the second time my son called 911, they told us to go stay w a relative bc he would come back. And that Children Services would be over to see my son.
*I was not allowed to say tha Llovera threw beer and garbage all over my apartment, breaking a big screen TV when he pushed me into it! HE stole my ring & son birth info.
*I was not allowed to say I had a back operation, two day before.
*I was not allowed to say that LLovera was not welcome in our home and that he had been told repeatedly to leave us alone!
*I was not allowed to say LLovera is a Felon, repeat women abuser, that he is not a US citizen who vioalted his Asylum w a Battery/Domestic conviction.

8/13/2018 Llovera pled GUILTY to 5-five misdemeanor Violations of Pretrial release (Domestic). These charges stem from a no contact order to stay away from my son & I, when he was initally charged for Burglary, Battery/Domestic & 3 resisting arrest charges in 10/2017.
Sentence-Concurrent sentence, Time served & ORDERED RELEASED--So Llovera did not do more jail time for pleading GUILTY to 5 more crimes that are a from of stalking against my son and I.
Judge Debra Stevens then ordered that Llovera (one time belongings pick up can go to my home with a police escort to get his belongings. She stated to the effect, “He has every right to go room to room for his belongings.” Llovera did not live with me. Hence, dating violence in the first charge, that was changed because he slept over because he did not have a license or vehicle.
State’s Attorney then went off record to inform the judge that her plan for Llovera to get his belongings would not work out. State's Attorney asked to speak to the judge off the record to inform her that my family's safety plan was the reason we were not available for the date she suggested.
She then disclosed to Llovera convicted batterer & admitted stalker-my family's safety plan!
She also explained to him how I got out of my lease via Domestic Violence laws when he blurted that my lease was not up. The judge advised LLovera could sue me for the things I do not have in small claims. She lectured me about I better have his paperwork.
The judge then instructed me to take a picture and record it when he comes back???? She allowed him to blame me for his financial demise and I stole from him, several times. That harassment is an Injunction violation. She repeatedly asked me if there was anything more I had to say. When I told Judge Stevens Llovera was not US Citizen she lectured me how it has nothing to do with her court. However, in a case just minutes prior, she told several men that his immigration status could be affected by the crimes in her court.
8/10/2015 Conference call for 5 violations in Judge Stevens Court. I was not present. Llovera had a major meltdown, calling me names and was apparently out of control in court. She failed to hold him in contempt.

T: (deep breath) Sir, ah...sir...I am with my son, my Autistic child. I am with the physician’s office, a psychiatric appointment... (deep breaths of frustration)...Uh..How can I help you? This is the third time you called!
C: Yes, I am trying to figure out this situation, I guess with your ex-boyfriend..err husband. .that is court ordered to come and get his stuff.
T: Correct.
C: Ok, I just have to verify some information from you, if that is ok with you?
T: Ok, well he was never my ex-husband and I knew him for three months...and he is gay. And when I called him on his thing, he got violent. And he just got out of jail..this is really upsetting...There is a court order from Judge Stephens. What needs clarification?
C: I have to verify...Ok I need your birthday and your new current address.
T: (shocked/upset tone) I AM NOT GIVING YOUR MY NEW CURRENT ADDRESS! Its has been in the domestic violence privacy information system...That is not for you to be...to have access too when you are helping him now, either.
C: I am sorry, what are you saying?
T: My new address has gone to the prevention system...privacy system. My mail goes to Tallahassee because of what this guy has done to me…(cough)
C: Ok
T: I have no local address, I am presently relocating out of the state...
C: Ok, can you give me the P. O. Box you are using?
T: NO! But I can give you my address in Cleveland.
C: Why don’t you give the address where you are staying in Tallahassee, where your mail goes to?
T: No, Tallahassee...it goes to the governor's office, sir. Are you not aware of the domestic violence relocation program?
C: Ah…I guess not. It wasn’t to my knowledge...I thought that you were sent to a shelter and that's usually when they update your address there.
T: No this is relative to addresses and US Mail.
C: Ok I just want to confirm your birthday is 2/3/1969?
T: Ok....ok sir, let me ask you this…
C: Yes.
T: What is the need to know my new address?
C: I wanted to know it for the documentation of this police service call, where he is getting his stuff. That’s all, that’s it.
T: Ok, did you document that he had a knife in his pocket? And he was told to put it away!
C: Yeah, I am the one that told him to put it away.
T: Ok, ok. But this man is obviously very violent! So, I am very uncomfortable with the repeated calls from you! I did not know this was going to happen. The judge said…
C: (interrupts) What?... What do you mean repeated calls? I called to see if WE could get...to verify if you were home. I called you the second time to see if we can get into the room. Now I am just calling you a third time to verify your information update.
T: (talks over) TO VERIFY MY NEW ADDRESS! I don’t have an address. Say it the domestic violence protection program through the governor's office.
C: Ok, alright, that is all I needed to know that I documented that I was here and that is all. Because you know, you are unhappy, he is unhappy. I just want to make sure I documented (...)
T: Well sir, he broke that door down, I have an Autistic child who is therapy right now, interrupting his appointment because of the trauma this gay man inflicted on our family! So, yes I am…
C: Ok!
T: ...upset! And the judge said I have nothing to do with today. It was set in stone...OK!...You don’t need to be there. You can be moved! You will not be bothered! I’m not clear…
C: OK!
T: why I am getting calls? C: Ok, this is the last call and I need to verify your date of birth, thank you so much! T: Thank you for calling. Have a good day, sir.
I just knew something would happen when R Llovera returned to my old home to get his belongings yesterday Per: Judge Stephens order. I was not there.
After Judge Stephens disclosed our safety plan to Llovera, he showed up with a knife. The PBSO did not take it, her told him to put it away. The maintenance man gave me the scoop. He was there and said he was so enraged and was trying to keep it under control. IH staff said he was pacing n like a caged panther!
Then PBSO called me to see if I had a key to the bedroom. Which I did not have and told him I left everything in the living room like the judge ordered. PBSO kept calling me????? and I finally answered again and that ass asked me for MY NEW ADDRESS!!!!!
Why in the hell is a cop asking a DV victim for her new address when the perp is there-with a knife???? For all I know, Llovera was listening. He told he he was upset???? Wtf? He kept trying to get my address and would not give me any reason why he really NEEDED my damn address. This is horrifying!
I recorded it. it's attached. This lack of training is getting women hurt and killed. I'm so glad it's over with the legal system. They are too disfunctional and untrained. It has been very traumatizing what had happened to us bc we called for help...

My son and I, Ranson Weber Horse are Lakota from the great Lakota Nation. The U. S. government calls us Sioux. It is in our blood to fight...for others! We are disabled by Neurological, Immune system deficiency & fatigue from Neuroborreliosis-Lyme Disease. I have had it for 38 years and unknowingly passed it on to my son in the womb. YES you can pass it from mom to baby!
Ranson has brain damage from the disease, resulting in a form of Autism that requires special education for his learning disabilities! He has speech therapy, pragmatics and therapy!
We have spent years fighting for our health care. Llovera was aware of our health issues and Ranson's Autism as a result of them! It is daunting and horrifying that a grown man could became violent toward a mother and son that are so fragile & had been through so much! It is barbaric!
All the trauma greatly effected Ranson's health and no longer is in remission becasue of it! But he fights on! Like he always has. For this I am very proud of my son!
Together, we move forward without leaving our story behind! We will continue to fight for ourselves & other families, so someday the system is no longer enabled to treat victims outside the law & put them in more danger! THIS MUST STOP!
